NEW DELHI: The turf war over which ministry should formalize auto fuel efficiency standards is set to embarrass the country in the crucial ongoing international climate change negotiations, besides hurting consumer interests.
Militating against India's international commitments and positions, the ministry of road transport has come up with a set of norms based on carbon dioxide emissions from the auto sector. The ministry of heavy industries too wants to create its own standards based on carbon dioxide emissions.
The two ministries' move could hurt India's position in the UN climate change talks, where it has for more than a decade reiterated that rich countries are to blame for the accumulated greenhouse gases in the atmosphere and consequent climate change, therefore India should not be asked to take on the economic burden of reducing GHG emissions. This is now enshrined in the global climate treaty as well.
The road transport ministry could end up scoring a self-goal for the government if it demands that India has mandatory carbon dioxide reduction targets from the transport sector
