Brown's 1bn fuel-saving money will be too late to make a difference this winter

Most British homes face higher energy bills this winter, despite Gordon Brown's announcement last week of 1bn to help struggling householders.
The money will go to energy-saving initiatives, such as providing free insulation for pensioners and those on low incomes.
But it could take more than a year for some of the plans to translate into action, while the latest round of fuel increases is already taking effect.
Eon raised gas prices by 26 per cent and electricity prices by 16 per cent on August 22. Three days later Scottish and Southern Energy raised its gas and electricity prices by 29 and 19 per cent respectively.
Critics have dismissed the Government's aid as too little, too late. Gordon Lishman, director general of Age Concern, says: 'This package will leave millions of the poorest pensioners wondering how they will afford their bills this winter.'
He says the Government should use the 400m in extra VAT it is earning on higher energy bills to directly subsidise those suffering the worst fuel poverty
